A Programmer is a device to programme a Smart card or Programmable Integrated Circuit or Eeprom and as such is a passive product it can be put to perfectly legitimate use. Although laws vary from country to country you are responsible for what you decide to do with your programmer.

HISAT now sell the “Dynamite” Programmer. the Programmer is the latest and best programmer and is cheaper than our previous favourite the Infinity USB Phoenix which was slower and did less (still a good programmer though).

We won’t tell you how to produce an unofficial card nor do we promote such activities – but we will report here that these programmers are often used for that kind of activity and we are sympathetic to those who use the programmers for this – given that the service providers won’t sell their services across borders – in fact in Europe it’s hard to find a single product that can’t be sold across borders and in fact the whole ethos of the EEC was that it should be an European Economic Community in other words designed to promote trade across the member states yet even across the EEC service providers refuse to co-operate.
